I just wanted to add that I can't confirm this. I testripped a disc with CUERipper 2.1.5 as seperate tracks, adding track comments for only track 1 and 2 as well as a general disc comment.
The track comments show as COMMENT in Mp3tag and foobar2000 for tracks 1 and 2 respectively, and the disc comment shows as COMMENT in Mp3tag and foobar2000 for all the other tracks.
Tried this with all included encoders except FLACCL. So if this is the intended behaviour, Mp3tag (v2.55a) works perfectly fine here. Image tags also work as described by korth.
